What We Manage
Martin Feinberg Team Property Management Group runs the full cycle of owning a West Los Angeles rental:
- Leasing and tenant screening, so units fill with qualified renters
- Rent collection and owner payments, on time and documented
- Maintenance, vendor coordination, and required inspections
- City and state compliance, from rent caps to registration
- Owner accounting and clear monthly statements
The result is ownership without the day-to-day, and without the compliance risk that comes with an LA rental.
West Los Angeles Compliance, Handled for You
West Los Angeles has some of the strictest rental rules in the country, and getting them wrong is where owners lose money. Martin Feinberg Team Property Management Group manages each property to the exact rules that apply to it, so an owner never has to learn the Rent Stabilization Ordinance (RSO) to stay on the right side of it.
For rent-controlled units in the City of West Los Angeles, built on or before October 1, 1978, the team tracks the RSO limits set by the LA Housing Department (3% cap through June 2027) and handles annual LAHD registration, which owners are barred from raising rent without.
For newer units, the team applies the statewide AB 1482 cap of 5% plus inflation, up to 10%. Deposits are held to California’s one month’s rent limit in place since July 2024. And for property inside the City of LA, unincorporated LA County, or an independent city like Culver City that answers to different agencies, the team confirms the right rule set before a single notice goes out.

Discover What We Do As Your West Los Angeles Property Manager
Priced for the West Los Angeles Market
Vacancy in West Los Angeles rarely comes from a shortage of renters. It comes from mispricing and weak screening. Martin Feinberg Team Property Management Group prices each rental to the current West Los Angeles market and screens tenants who pay and stay, which is what protects an owner’s return.
For a two-bedroom, HUD’s Fair Market Rent benchmark for the LA metro was $2,903 as of May 2026, and real market rents on the Westside often run above that. Owners weighing whether to hold, rent, or sell can start with an ROI calculator.
We Work Where You Are
Martin Feinberg Team Property Management Group is based in Culver City and serves owners across the Westside of West Los Angeles, including Mar Vista, Palms, and surrounding communities. The team manages single-family homes, condos, townhomes, and small residential buildings, with the local knowledge that comes from working one market closely rather than the whole county thinly.
Maintenance and Inspections, Covered
West Los Angeles rental maintenance comes with local obligations most owners never see coming. Much of the Westside’s rental stock predates 1978, which can place a building under the City’s mandatory soft-story seismic retrofit program for older wood-frame buildings with ground-floor parking.
Martin Feinberg Team Property Management Group coordinates repairs, trusted vendors, and required city inspections, and flags compliance work before it becomes an order to comply. Owners get their property maintained and their obligations met without managing any of it themselves.
Why West Los Angeles Owners Choose Martin Feinberg
Owners choose Martin Feinberg Team Property Management Group for a local track record, not a call center. Martin Feinberg has worked the Culver City and Westside market for over 37 years, and client relationships tend to run long.
One owner writes they have “been using this company for almost a decade,” with “excellent tenants, maintenance services, documentation and prompt payment of rent” for a Culver City condo. Another credits the team with bringing rent to market value and screening for creditworthy tenants.
That is the difference between a manager who reacts and one who already knows the rule, the neighborhood, and the number.

Discover West Los Angeles
West Los Angeles is a central Westside community known for its university presence, major business district, and diverse neighborhoods.
West LA offers a wide range of rental housing, from single-family homes to apartments and condominiums. Neighborhoods like Cheviot Hills and Rancho Park offer quiet residential streets, while Westwood and Century City offer a more urban lifestyle with nearby shops, dining, and offices. Its central location puts renters within reach of Santa Monica, Culver City, and Downtown Los Angeles, with the Metro E Line adding a car-free option.
Education is a major part of the area’s identity, anchored by UCLA, and Century City is one of the region’s major employment centers. Sawtelle Japantown adds a distinctive dining scene, and residents have access to parks, golf courses, and Santa Monica's beaches. The balance of university energy, business activity, and neighborhood calm makes West LA a practical and appealing place to rent.
Property Management for Rentals Near UCLA
UCLA’s academic calendar drives rental demand in Westwood and surrounding neighborhoods, creating two vacancy risks for owners: a lease that expires in June and a unit that becomes vacant after student renters have already signed for fall.
Martin Feinberg Team Property Management Group times lease expirations to UCLA’s academic calendar, lists units early in the spring search season, and screens applicants for income and rental history. In Westwood and Palms, where UCLA’s own housing guidance says graduate students often live, that timing separates a continuous lease from a summer vacancy.

Got Questions? Common Questions About LA Property Management
-
Is a West LA rental subject to the City of LA’s Rent Stabilization Ordinance?
Usually, if the property is in the City of Los Angeles and was built on or before October 1, 1978, though units built later to replace demolished RSO units can be covered too. “West LA” is sometimes used loosely, but neighboring Santa Monica, Beverly Hills, and Culver City are separate cities with their own rules.
-
Do I have to register my West LA rental with the City?
Yes. LAHD bills annual registration fees for RSO units and for other rentals covered by the Just Cause Ordinance, including rented single-family homes. For RSO units, a landlord can’t legally collect rent until the fees are paid, unless the unit is specifically exempt.
-
Are older apartment buildings near UCLA subject to LA’s soft-story retrofit requirements?
Some are. The City’s mandatory program covers wood-frame buildings of two or more stories built under pre-1978 codes with ground-floor parking. It excludes residential buildings with three or fewer units. The Department of Building and Safety’s Property Activity Report shows whether a building is in the program, and compliance dates stay with the building if it sells.
-
How do rent increases work for a West LA property built after 1978?
The state’s AB 1482 cap generally applies instead: 5% plus the regional change in the cost of living, or 10%, whichever is lower. For increases effective August 1, 2026 through July 31, 2027, that works out to 8.7% in the LA area. Buildings less than 15 years old are exempt, as are single-family homes and condos owned by individuals who gave written notice. The City’s Just Cause Ordinance protects these tenants from eviction without a legal reason but doesn’t regulate rent increases, and state law requires 30 days’ written notice for increases of less than 10%.
